North Korean leader Kim Jong Un reviewed missiles developed for use on the United States mainland, vowing to build an “invincible” military, according to state media.

Kim made the comment during a speech at a military exhibition on Monday in which he blamed the U.S. for creating “tensions in the region.”

“The U.S. has frequently signaled it’s not hostile to our state, but there is no action-based evidence to make us believe that they are not hostile,” Kim said, per the Korean Central News Agency. “The U.S. is continuing to create tensions in the region with its wrong judgments and actions.”

Kim said the hermit nation’s top priority is developing an “invincible military capability” that no one can challenge.

The exhibition marked the 76th birthday of the ruling Workers’ Party and was the first event of its kind since Kim took control of North Korea in late 2011, according to South Korean officials.

Photos of the exhibition showed the display of intercontinental ballistic missiles that have been test-launched by North Korea and previously featured in military parades, according to experts cited by the Associated Press.

“Basically, North Korea wants to send this message: ‘We’ll continue to develop new weapons and arm ourselves with nuclear force, so don’t slap sanctions with these as we can’t agree on the double standards,’” said Yang Wook, a military expert who teaches at South Korea’s Hannam University.
